1.- Until August 31, 2020, the AOM States must grant preferential tariff treatment to products originating in the EU upon presentation of a movement certificate EUR 1 or an invoice declaration issued by authorized exporters pursuant to of article 24 or by any exporter for any shipment consisting of one or more packages containing originating products whose total value does not exceed 6,000 Euros.
2.- From September 1, 2020, the AOM States must grant preferential tariff treatment to products originating in the EU exclusively upon presentation of invoice statements issued by exporters in the EU REX system or by any exporter to any shipment consisting of one or more packages containing originating products whose total value does not exceed 6,000 Euros.
The invoice declaration will continue to be issued in accordance with Article 23 of Protocol 1 and with the text in its Annex IV.
Exporters and other interested EU economic operators are invited to take the necessary measures to apply the new provisions from 1 September, 2020. These measures will consist mainly of registering exporters in the REX system, in the event that they have not yet done so, and in the exclusive use of invoice declarations for shipments in relation to which they plan to request preferential tariff treatment in an AOM State from September 1, 2020. The economic agents of The European Union that are already registered in the REX system in order to benefit from other preferential regimes must use the REX number that has already been assigned to them.
