Legislative developments: Amendment R (EU) 2019/1793

We inform you that a new version of R (EU) 2019/1793 has been published that modifies the Annexes and the Certificate model.
This modification came into effect on May 5th. and affects the following items:

  • BLACK PEPPER FROM BRAZIL: The frequency of controls is increased, from 20% to 50%.
  • CAPSICUM PEPPERS (except sweets) FROM THAILAND: The frequency of controls is increased, from 10% to 20%.
  • INDIAN PEANUTS: The frequency of controls is increased, from 10% to 50%
  • TURKEY PEPPERS: All capsicum peppers are included, and not only Capsicum annuum
  • SESAME SEEDS: The CN code of roasted sesame seeds in all those countries that were already affected by this measure.
  • GOJI BERRIES OF CHINA: They are deleted from Annex I, so they are no longer affected by this regulation and therefore will no longer pay rate. They go to SANIM control and their pre-notification will no longer be necessary.
  • DRY GRAPES (INCLUDING RAISINS) FROM TURKEY: They are deleted from Annex I, so they are no longer affected by this regulation, and therefore, they will no longer pay a fee. They go to SANIM control and their pre-notification will no longer be necessary.
  • BRAZILIAN PEANUTS: They go from Annex II to Annex I, so they no longer need to be accompanied by a Certificate. Their control frequency is set at 10%.
  • CHINA PEANUTS: they go from Annex II to Annex I, so they no longer need to be accompanied by a Certificate. Their control frequency is set at 10%.
  • TURKISH HAZELNUTS: They go from Annex II to Annex I, so they no longer need to be accompanied by a Certificate. Its control frequency is set at 5%.
  • BANGLADESH BETEL LEAVES: They go from Annex II bis to Annex II, for which their import is authorized. They must be accompanied by a Certificate and their control frequency will be 50%.

The changes to the Certificate are intended solely to allow multiple pollutants to be certified in a single CSO. There have been no changes in the boxes to be completed. However, the health authorities of origin must use this new model in all certificates issued as of May 5th.
